A concrete barrier that isn't a concrete barrier - object - how to code this case?

Hi all!
How can we code this case in the categories of roadside severity and central median? It cannot be a central concrete barrier because it’s not high enough.

in this case it can be coded as low rigid if it falls to less than 67cm high and above 20cm
