If the edge line markings are missing I would code poor delineation. Please share survey image to be more specific.

According to the Coding Manual, you code: 1 (Adequate), if the warning signs of serious hazards and marks in the center and on the edges are usually present and visible.
The lack of markings on the edges should be considered a hazard for road users, not only for the occupants of the vehicles; the lack of markings on the edges also creates a risk for pedestrians or cyclists who decide to use the edge of the road to travel, as there is no limit to tell each user what space they need to move safely. Then you should use the Code: 2 (Poor) in this case.
