Do these bollards provide sufficient segregation to be coded as “present” ?
They will keep vehicles off the cycling lane, but will probably not prevent a vehicle running off the road and onto the facility.

The CycleRAP User Guide says you should code as present when you have any object preventing discretionary vehicle incursions onto the bicycle facility. It looks like it is the case so that you can code it as present.
In case local experts report vehicles using the facility with this solution, the correct code is not present.
