How to score both ‘road condition’ and ‘surface grip’ in situations like below? Would repaired cracks still influence these attributes?

For this road stretch, road condition and surface grip seem to be adequate.
Road condition is marked as poor when there are potholes/ deformation/edge defects which would affect the vehicle path.
Road Surface grip is marked poor when when the surface is too shiny or there is loose gravel present on the pavement which could reduce traction.
