Non-Conforming Road Safety Barrier

According to the iRAP coding guide, a road safety barrier that has not been installed correctly should not be coded. However, what is the recommended approach in cases where the barrier, although incorrectly installed, may still provide some level of protection? For instance, there are cases where the fully dynamic deflection clearance can’t be provided to the hazard (this is often the case in narrow median installation), should such barriers always be treated as absent, or is there a way to reflect partial effectiveness within the coding framework?

Guidance on this would be valuable to ensure assessments remain accurate and consistent.
