The guides state that the operating speed, which is the greater of the posted speed limit or the 85th percentile speed, is used when calculating the Star Rating Score. Can someone confirmed that the 85th percentile speed is the speed at or below which 85% of motorists travel under free flow conditions – when their speed choice is not constrained by vehicle in front of them? Casualty estimates use mean speed, which is calculated using all the speed data, including under congested conditions. I see too many speed surveys calculating the 85% percentile speed on all speed data.
