In above image there is separate cycle lane is provided with metal barrier but sign board is places between lane and condition of lane is very poor also space of cycle lane is occupy by vehicle parking.
How can I code i this case
It looks like the cycle facility is ineffective (obstructed) so you could ignore it (code as no bicycle facility). The coding manual says ‘do not code bicycle facilities that are of poor standard’.
