It seems there are two hazardous objects on the right hand side within 1m from road edge, Rigid structure (looks like concrete column) and unprotected barrier end. The coding manual (pg.49) lists roadside objects from highest to lowest risk where the rigid structure appears on top of unprotected barrier end. So I would code that as rigid structure.
From my point of view, there are three objects on the side of the road that have to be considered: (1) A rigid structure, (2) a safety barrier - metal, and (3) the unprotected safety barrier end. If the safety barrier - metal has adequate conditions and is properly located, it protects vehicle occupants from colliding with the rigid structure; then the object that has the greatest danger is the unprotected safety barrier end
