In this case, we have a bus lane (right) and an on-road bicycle lane (left). Are distances of roadside severity measured from pavement edge?
Measure the roadside severity - left distance from the road marking between the vehicle lane and the bike lane.
For the roadside severity - right distance, I would say it depends on the normal behaviour.
If the bus lane is treated as a normal lane by most (ie the lane is shared by busses and cars) – treat it as a lane and measure the distance from the kerb.
If it is only sometimes used as a lane – treat it as a bus lane and measure the distance from the delineation separating the bus lane from the normal traffic lane.
