Star Rating results on motorways

Hello,
we are currently doing an iRAP project in Czechia where the speed limit on motorways is 130 km/h and the 85th percentile speed is similar (maybe slightly lower). We don’t experience significant FSI rates on motorways - by statistics, motorways in Czechia are the safest considering vehicle kilometres travelled. However, standard motorway design without any problematic features (such as trees in roadside) receives only 3 stars, which is quite “hard to sell to the roads and motorways directorate”. Also, whenever there is an intersection (merge lane obviously) with standard traffic flow 1000 - 5000 vehicles, this Star Rating immediately drops to 2 stars only, which is inadequate rating for the “3 stars of better” policy. We are aware that iRAP Star Rating model is mostly influenced by speed limits in the UK where the speed limit is 112 km/h, but do you have any other suggestion how to present the results to our directorate without saying unpopular “you should decrease the speed limit”?

I would like to slightly modify my question.
Do you experience with Star Rating on motorways in European countries, where the speed limit is 130 km/h or higher (e.g., Germany, Poland). Or is there any way how to calibrate ViDA so it considers 130 km/h on motorways as “normal” speed, so the Star Rating would not be 2 stars only solely based on speed limit (V85) 130 km/h.
