If I understand the image, it is a pedestrian bridge, if so It should be coded as grade separate facility.
If its a pedestrian overpass (bridge) then we would record that as a grade separated pedestrian facility. If the bridge carries vehicular traffic then we dont record the feature until the merge lane connects to the road we are surveying and then we record it as a Merge Lane in Intersection Type. If the structure is not protected (with safety barrier) and is considered hazardous then it would be recorded as a ‘rigid structure/bridge or building’ in roadside severity object.
